Bright Future Psychology is an approved Step Up for Students provider in Naples, Florida. Families may be able to use Family Empowerment Scholarship for Students with Unique Abilities (FES-UA) funds for eligible psychological and psychoeducational evaluations, counseling, and educational support services.We help families understand their child’s learning, attention, developmental, emotional, behavioral, and executive functioning needs. Our evaluations provide clear findings, diagnostic clarification when appropriate, and practical recommendations for school, home, and daily life.
What Is the FES-UA Scholarship?
The Family Empowerment Scholarship for Students with Unique Abilities, commonly called FES-UA, is a Florida education savings account program. It allows eligible families to use scholarship funds for approved educational expenses, services, and materials that meet their student’s individual needs.Eligible expenses may include private school tuition, tutoring, therapies, psychological testing and assessment, educational materials, postsecondary expenses, and other approved services.Scholarship rules, funding amounts, eligible expenses, and purchasing procedures may change. Families should review the current Step Up for Students FES-UA Family Handbook and Purchasing Guide before making financial decisions.
Who May Qualify for FES-UA?
For the 2026–2027 school year, a student generally must:
- Be at least three years old by December 31 of the application year, or be eligible to enroll in a Florida public school
- Be younger than 22 on September 1 of the application year
- Meet Florida residency requirements or an applicable military exception
- Have a qualifying Individualized Education Plan (IEP) or a validated qualifying diagnosis from an eligible licensed medical professional
Qualifying diagnoses include autism spectrum disorder, specific learning disability, intellectual disability, emotional or behavioral disability, other health impairment, language or speech impairment, and several other conditions identified by the program.A diagnosis does not automatically guarantee scholarship eligibility. Step Up for Students reviews applications and determines whether each student meets current program requirements.
Do I Need an IEP to Apply?
Not necessarily. Families may document a student’s unique ability with either:
- An eligible IEP completed within the required timeframe, or
- Documentation of a qualifying diagnosis validated by an eligible licensed professional
Under current program rules, qualifying diagnostic documentation may be completed by a Florida-licensed psychologist, an eligible physician, an authorized physician assistant, or an autonomous advanced practice registered nurse.Because provider and documentation requirements can change, families should confirm the current requirements directly with Step Up for Students before scheduling an evaluation solely for scholarship eligibility.

Psychological and Psychoeducational Evaluations
Bright Future Psychology specializes in individualized psychological, diagnostic, cognitive, and psychoeducational evaluations for children, adolescents, and adults.Depending on the referral questions and the student’s needs, an evaluation may assess:
- Autism spectrum disorder
- ADHD and executive functioning
- Dyslexia and other specific learning disorders
- Reading, writing, and mathematics skills
- Cognitive abilities and processing differences
- Intellectual or developmental disabilities
- Giftedness and twice-exceptional profiles
- Anxiety, mood, emotional regulation, and behavior
- Adaptive functioning and independent living skills
An evaluation may include interviews, record review, standardized testing, rating scales, clinical observations, a feedback session, and a detailed written report. The assessment plan is tailored to the individual rather than using the same test battery for every student.Our reports provide personalized recommendations that may assist with educational planning, interventions, treatment decisions, IEP or 504 Plan discussions, and school or testing accommodations. Eligibility for any specific school service or accommodation is determined by the applicable school, agency, or testing organization.
Can an Evaluation Help Establish FES-UA Eligibility?
An evaluation may identify and document a condition included among the program’s qualifying diagnoses. However, Step Up for Students—not Bright Future Psychology—makes the final decision regarding scholarship eligibility and acceptance of documentation.Before beginning an evaluation primarily for FES-UA eligibility, we recommend confirming:
- Whether the suspected condition is currently recognized by the program
- Whether the professional completing the documentation meets current requirements
- Which report, form, signature, or license information must be submitted
- Whether the student’s existing records may already satisfy the requirement

How to Use Scholarship Funds at Bright Future Psychology
Direct Payment Through EMA
Families with available scholarship funds may be able to find Bright Future Psychology in the EMA Marketplace, select an approved service, and reserve funds. Services must be coordinated directly with our office before an appointment is scheduled.The exact steps and available service listings may vary by scholarship program and EMA account.
Reimbursement
Families may also choose to pay for an eligible service out of pocket and request reimbursement through EMA. Approval is not automatic. Reimbursement depends on current program rules, available funds, appropriate documentation, and the eligibility of the expense and provider.Step Up for Students advises families that reimbursement review may take up to 60 days after all required documentation has been received. Families should retain itemized invoices, proof of payment, service dates, and any other required documentation.We cannot guarantee that Step Up for Students will approve a particular reservation, direct-payment request, or reimbursement.
